The Massac County Drug Awareness Coalition (MCDAC) began in 2012 as a group of individuals concerned about methamphetamine and other substance use and the effects it was having on our community. Natalie Quint, LCSW, rallied local leaders to form a coalition. MCDAC brings together members from all sectors of the community to work to reduce substance abuse, including youth. We received a Drug-Free Communities grant from the Office of National Drug Control Policy in 2019 to further our prevention efforts.

Lexie Collins
Committee Member
Lexie Collins has been in the insurance industry since 2016. She is a mother and the wife of Jacob Collins, a junior high teacher at Massac Junior High School. She loves volunteering in the community and has a heart for drug addicted individuals and their families. Lexie has seen the effects of drug and alcohol in her family and friends and knows the ripple effects that it can cause. She had the chance to become a member of MCDAC and saw that as an opportunity to help promote change in our community and surrounding area.
Morgan Holt
Committee Member
Mrs. Holt is the Branch Manager of Legence Bank and has been in banking since 2013 where she has worked a number of positions throughout her years. She is the treasurer for the Metropolis Rotary Club, is actively involved in the community and a member of the Metropolis Chamber of Commerce. She has a true passion for getting involved with the children, schools and local organizations to make a positive change in our community. Mrs. Holt is a Massac County native of 32 years along with her husband Matt and they are now raising their two wonderful daughters here as well. Mrs. Holt has seen firsthand the effects from substance abuse and drug addiction in her family and is devoted to help make a difference.
Robbin McDaniel
Committee Member
Robbin McDaniel is the Philanthropy Manager and Medical Staff Coordinator at Massac Memorial Hospital. She has worked at Massac Memorial for 18 years. She is a member of the First Baptist Church of Metropolis. She was raised in Metropolis in a family owned business, which taught her the importance of giving back to your community by volunteering and community involvement. Robbin has been involved with MCDAC for many years and is grateful for the opportunity to serve on the Executive Committee.
Steve Johnson
Treasurer
Mr. Johnson is a father and grandfather. He has a vested interest in drug prevention education for our youth. Steve retired from Electric Energy, Inc. after 38 years. As a member of Metropolis Elk’s Lodge#1428, Steve serves as the Drug Awareness Chairman and Scholarship Chairman and has been instrumental in bringing the Elk’s Drug Awareness Trailer to Massac County. Mr. Johnson saw MCDAC as an opportunity to get involved and help bring awareness, as well as, solutions to the community. He and his wife of over 40 years attend St. Rose of Lima Church. Mr. Johnson is a lifelong Massac County resident.
Summer Dixon
Committee Member
Mrs. Dixon is a deputy with the Massac County Sheriff’s Office. She has been employed at the sheriff’s office since 2015. She is the liaison for the Sheriff Willy Bear Program that is provided to all the elementary schools in Massac County. Mrs. Dixon is a member of St. Stephen’s Lutheran Church, and her family have been residents of Massac County for the past six generations.
Toni Miller
Committee Member
Toni is an LCPC (Licensed Clinical Professional Counselor) and RN (Registered Nurse). She is retired Clinical Director, Massac County Mental Health and Family Counseling Center. During her thirty-one years at MCMH, she provided outpatient therapy as well as crisis intervention services for youth and adults in the community-based setting. She currently serves as CASA (Court Appointed Special Advocate) with CASA of West Kentucky. The opportunity to serve has provided first-hand awareness of navigating life in our community as well as the impact of substance use disorders on both youth and their families. Her current community involvement includes serving on Massac Memorial Hospital Foundation Board, Massac County United Way, COPE Food Pantry, Week-End Blessings Food Ministry, James 127 Foster Family Support Ministry, Save the Massac Theatre and Life Membership, Girl Scouts, USA. She is a member of First United Methodist Church, Metropolis. With a strong commitment to the Coalition goal to reduce the impact of substance abuse on youth and families, she believes that education, prevention, and early intervention are essential tools for a healthy and hope-filled life. Ms. Miller has resided in Massac County since 1972. She and her husband, Stephen, have three children and five grandchildren.
Mary Smith
Committee Member
Mary Smith has been in banking for nearly ten years and started her career with Banterra Bank in 2016, where she currently serves as the Metropolis Banking Center Manager. Mary, with the support of Banterra, prioritizes volunteering, promoting charities, and making financial contributions to support needs within Massac County. She’s a Metropolis Chamber of Commerce Board Member and Kiwanis Club of Metropolis Club Member. Mary values her role with MCDAC and is dedicated to assisting with the prevention of drug and alcohol abuse in Massac County. Mary and Banterra Bank believe that when we support others, we all rise!

Holly Windhorst
Program Director
Mrs. Windhorst moved to the Massac County area in 2007 to start her career as a probation officer. She received a Master’s degree in Public Administration in 2012. Mrs. Windhorst worked in probation until 2013 when she decided to become a stay-at-home mom to her two young children. Holly has been involved with MCDAC since 2012 and became Director in 2016. She is a member of the 32nd Street Church of Christ in Paducah, KY. In 2016, she received the Massac County Helping Hands Award from United Way.
Jasmine West
Drug-Free Communities Project Coordinator
Jasmine West is from Paducah, KY. She graduated with a Bachelor’s degree in Sociology with an emphasis in Community Health and Sustainability from Georgetown College. She is starting her master’s in Public Health from George Washington University.
Randall Rushing
Business Official
Randall “Randy” Rushing of Metropolis is the Business Official for MCDAC. He is married to Kathy and they have two grown children, Zachary and Amanda and seven grandchildren.
Randy graduated from Metropolis Community High School and received two Bachelor of Science degrees in Accounting and Finance from Southern Illinois University and a Master’s in Business Administration from Murray State University.
Randy is a self-employed as a CPA and very active in the community. He is a current board member of Shawnee Community College Board of Trustees, The Illinois Workforce Innovation Board, The Massac-Metropolis Port District, and the President of the Board of Southern Illinois Electric Coop. He has served as Past President of the Massac Unit One School District, and the Metropolis Area Chamber of Commerce. He also served on the Massac County Hospital District Board for many years. Randy is involved with MCDAC because he believes it is an important organization in the community.
Jordan Strong
Recovery Coordinator
Ms. Strong grew up Massac County and is now raising her three daughters here. She personally struggled with addiction for most of her life, but after completing long-term faith based treatment has been in recovery for nearly four years. She is a member of Eastland Life Church and is committed to their recovery ministry- 3D Life Recovery. Ms. Strong has lived in the devastation that drugs and alcohol create and now after experiencing the restoration and freedom recovery has to offer, feels driven to share this with our community.
Lasha Vincent
Recovery Corps Recovery Coordinator
Lasha Vincent was born and raised in this community. She witnessed the trauma of addiction firsthand for multiple years and its effects on loved ones. With help from completing a long-term faith-based treatment, Lasha now has multiple years in recovery. She was excited to return home, create new memories with her family, and be a beacon of hope to those in need.
Evan Croft
Recovery Corps Recovery Coordinator
Evon Croft has been a resident of Massac County most of her life. As a person who struggled with addiction for most of her life, she knows firsthand the devastating effects that drugs have, not only on herself but her family as well. Seeking treatment was the best decision she could have made, and now, working as a project coordinator for Americorps, Evon’s mission is to reach as many community members as possible. Evon is living proof that recovery is possible and worth it.

Ms. Quint started her career as a mental health counselor in 1999. Then she went on to pursue a Master’s degree in social work and has been employed as a substance abuse counselor, school social worker, outpatient mental health counselor, and private practice therapist. In 2004, Ms. Quint received an LCSW (Licensed Clinical Social Worker) and currently holds a private counseling practice in Paducah, KY. She returned to the Massac County area in 2006 and is a member of Lutheran Church of the Cross. Ms. Quint is a recipient of the Lois Lane Award 2015, Les Easterday Award 2013, and Massac County Helping Hands Award 2013.
